Mr. Rabinowitz leads the company toward high impact goals that deliver innovative solutions for the mission needs of our nation’s most difficult cybersecurity challenges. He is driven by his commitment to building teams that support our Federal Government through transitions in the fast-paced technological space. Mountchor Technologies is executing a strategic expansion into the Cybersecurity, Cloud, Digital Strategy, and Enterprise Network Architecture consulting domains while positioning the company as a provider of innovative solutions with customers in civilian, defense, intelligence and commercial markets. Mountchor Technologies has a collaborative and inspired culture with exceptional employees who are naturally compelled by ingenuity, learning, and drive to serve the mission of the USA and her Citizens.
Prior to leading Mountchor Technologies, Mr. Rabinowitz severed as Senior Director and Chief Engineer for Perspecta. His departure capped an illustrious 20-year-career from Perspecta (and its legacy companies). He rose to a role as Senior Director and Chief Engineer in 2017, after a brief, but uniquely productive time (2014-2016) as a Federal Account executive where he led and supported over $250 million in new business. For nearly 14 years prior to that, he was a Program Manager, Architect, Engineer, and Cybersecurity Subject Matter Expert supporting many departments and Agencies throughout the Federal Government, DOD, and Intel Communities.
Aside from his role as CEO of Mountchor Technologies, Mr. Rabinowitz leads a non-profit organization called Magna Virtus with a mission to improve humankind through supporting local and global initiatives. Additionally, he raises chickens for eggs & bees for honey while actively pursuing expansion and cultivation of additional farming activities.
Mr. Rabinowitz earned a master’s degree in Business Administration (MBA) from Sloan Management School at the Massachusetts Institute of Technology (MIT) and a bachelor’s degree in Elementary Education, minor in Computer Science, from the State University of New York (SUNY) Geneseo College. along with numerous top industry certifications such as CISSP, CEH, CCNP, PMP.
Mr. Rabinowitz is a father to four wonderful children and a Great Dane puppy.
Chief Financial Officer
Hillary Koldin is the Chief Financial Officer (CFO) of MountChor Technologies. She oversees all financial activities of the company, including accounting and financial reporting, treasury, tax, internal controls, and planning and analysis.
Prior to joining MountChor in 2022, Koldin led the finance operations of an online educational institution, leading the implementation of its first SaaS financial information system. She also held multiple finance and management roles at another large organization, where she helped manage a $6B endowment, a $30M department budget, and a successful PeopleSoft financial system implementation. Koldin started her career in public accounting and internal audit consulting for “Big 5” accounting firms, where she served clients across multiple industries and locations.
Koldin is a Certified Public Accountant (CPA) actively licensed in New York. She is also a Certified Internal Auditor (CIA) and Chartered Global Management Accountant (CGMA). She is a high-energy results-driven leader with a strong history of customer delivery and satisfaction throughout 20+ years of experience. Koldin has demonstrated the ability to produce quality results and lead exceptional performance within a team environment, fostering a culture of financial discipline and business acumen.
Koldin received her Master of Business Administration (MBA) from Goizueta Business School at Emory University in Atlanta, and a Bachelor of Science in accounting with a minor in information systems from the State University of New York (SUNY) College at Geneseo. She is a graduate of the AICPA’s prestigious CPA Leadership Academy and also completed the Psychology of Leadership certificate program at Cornell University. Koldin is currently pursuing an Ed.D. in leadership and learning in organizations from Vanderbilt University.

Mr. Berman is a seasoned Program Manager and influential IT expert in implementing digital transformation solutions. During his delivery of infrastructure networking solutions, he earned a distinguished record of achievements for his attention to time, budget, and security sensitive solutions. A variety of clients benefited from Mr. Berman’s dedication and commitment to the mission. Mr. Berman provides MountChor’s portfolio oversight, proposal development, capture management, and maintains strong relationships both within and beyond DHS promoting growth opportunities. Mr. Berman manages the daily operations of the company, focusing on Service Delivery and continuous improvement.
Mr. Berman has a proven record of leading teams through difficult projects and challenges. He thrives in situations that require extensive support and high yield turnaround. Mr. Berman took over a clients failing Enterprise Program where he served as Program Manager; he established processes, risk mitigation procedures, continuity and a strategic vision, ultimately guiding the team to reach superior network performance levels. Within only one year, Mr. Berman turned around a this failing contract by strategically leading a mission-critical program that was recognized and awarded for its high achieving team.
Above and beyond his project leadership and analytical expertise, Mr. Berman is accomplished at leading cross functional teams, skilled at managing multiple project applications and adeptly qualified for developing, presenting and detailing project related changes. Often characterized as a high energy professional, he is frequently acknowledged for his insight and unique ability to bring projects to successful completion. Consistently delivering a clients-first approach, Mr. Berman keeps an eye on the future by delivering creative solutions that conquer major IT and business challenges.
Mr. Berman earned a Master’s degree in Project Management from the University of Wisconsin. Mr. Berman is a Project Management Institute certified Project Management Professional (PMP), Cisco Certified Network Professional (CCNP), ITIL v3 Foundations Certified, Scrum Master Certified & is PRINCE2 Certified. Mr. Berman holds multiple high-level clearances.

Mr. Wendel is a versatile, solutions-driven Network Architect with a specialization in cloud networking. He has a distinguished record of achievements delivering high-quality, dependable, scalable and innovative infrastructure networking solutions. Mr. Wendel is responsible for providing the strategic direction on all aspects of technology frameworks and IT platforms while managing the development and capabilities of MountChor’s leading edge technology team.
Mr. Wendel’s pivotal leadership has been a resource for multiple components within the Department of Homeland Security (DHS) including Customs and Border Protection. Recognized with several commendations and certificates of appreciation at each engagement, Mr. Wendel has extensive expertise utilizing leading vendor technologies. Mr. Wendel has an in depth understanding of AWS, Juniper, Cisco, Redhat, Centos, Palo Alto and other leading network/cloud appliances.
Mr. Wendel is a seasoned thought leader and digital transformation solutions expert. Mr. Wendel has been an active Cisco Certified Internetwork Expert (CCIE #20179) for more than 10 years and has continued his learning with many other premier technical certifications.
Mr. Wendel has leveraged his broad business experience, technical knowledge, and analytical skills to help Government agencies and organizations achieve their strategic objectives and articulate a vision for the future. He works as a consensus builder who works with management, technical teams, and vendors. He isn’t afraid to ask the hard questions in an effort to effectively prioritize activities and achieve defined objectives. Mr. Wendel has a proven track record of creating robust solutions that lower costs, reduce vendor lock in, and improve quality, efficiency and performance.
Mr. Wendel has designed, developed and implemented networks with over 5,000 sites. He created a Metro Area Network that improved security, efficiency and performance and is creating the AI solutions for future deployments.
Mr. Wendel earned a Master of Science – Management of Information Technologies. His certifications include, CCIE, PMP, JNCIP, AWS, CISSP, and MCSE.
Mr. Wendel spends his free time mining crypto currencies, splitting firewood and trying to keep up with his energetic wife and daughters.
Mr. Juba is a proven security minded, result driven professional with over 15 years of experience in digital transformation solutions. With a deep understanding of network infrastructures (LAN/WAN), network servers (Linux, Microsoft), and network applications, Mr. Juba brings his designing, implementation and support of networks LAN/WAN/Wireless/Voice infrastructure background to bring solutions to MountChor’s clients. Mr. Juba’s skills successfully optimize complex telecom, network and data center environments.
Mr. Juba currently leads a team within the Department of Homeland Security (DHS), and has managed multiple projects for Customs and Border Protection (CBP). Recognized often for performance improving solutions – Mr. Juba is the authority for escalations and innovations. Mr. Juba has extensive expertise with DNS/DHCP/IPAM, Wireless Site Surveys, Voice Over IP Deployments, Firewall Rules Analysis, Databases, Authentication, Email Security, Logging and Alerting, Redundancy/Load Balancing, Network Access Control, Firewall and Network Security.
Mr. Juba worked as an Expert Consultant for the DHS HQ OneNet Team. OneNet is the team responsible for network communication between all 22 DHS Components, controls the Redundant Trusted Internet Connection (RTIC) which includes the connection to the Internet and applications hosted in the DMZ. As a contributor and board member, Juba insured that the Enterprise Architecture Review Board vetted all technical solutions prior to implementation.
Mr. Juba has a proven expertise in network architecture, design, implementation and operations. He was a Blue Coat Proxy Subject Matter Expert on Content Filtering for 150,000 users DHS wide, Subject Matter Expert for DHS and CBP DNS infrastructure using Infoblox DNS/DHCP clusters, configured F5 and Cisco load balancers for load balancing firewall and Blue Coat Web Proxies and Subject Matter Expert on a long-term audit logging infrastructure using LogLogic and Splunk. As a pre/post sales engineer, web developer, and network administration he designed, implemented and maintained internal networks including phone systems, email, corporate website and internal applications. Additionally, he migrated a legacy CRM over to Salesforce.com.
Mr. Juba holds a Masters in Information Technology from Virginia Tech and a Bachelors in Computer Science from SUNY Geneseo. Mr. Juba earned many technical certifications, including CCNP – Cisco Certified Network Professional, Multiple Juniper Certifications, Palo Alto, Riverbed, Blue Coat, Infoblox, Fortinet, ITIL V3 – Information Technology Infrastructure Library and a multitude of other certifications.
